R2 Prefix Account API Token Permissions Capabilities

Benefit

Currently there is no way to restrict an account api token to have access to only particular prefixes in R2 - although with shorter lived access tokens there are but it doesn’t fit a lot of use cases.

AWS allows you to restrict a tokens permissions (read or edit) to particular prefixes with their IAM policies so it would be tremendously helpful if R2 allowed analogous behavior.

I see user token allows bucket specific permissions, but no way for user tokens to have the prefix specific permissions.
